Compensation fails to rehabilitate Polavaram’s displaced

The day Boragam Rama Rao saw the fresh stocks of his corn crop crushed by large excavators and crane tractors, he knew he had made that transition—from tribal farmer to tribal ‘beneficiary’. At least until he starts reconstructing his life all over again: with Rs 1.2 lakh and a piece of land as yet uncultivable. Rama Rao is the sarpanch of the Mamidigundi panchayat in Andhra Pradesh’s West Godavari district. He has lost nearly a hectare (ha) of land to Indira Sagar Polavaram dam project across the river Godavari.

According to Andhra Pradesh government’s figures, the project will displace 276 villages in Khammam and East and West Godavari districts of the state.

And if the 2001 census is any indicator, 2,37,000 people face displacement—more than 50 per cent of them adivasis.

“Officials told us last year that it would take us eight to 10 years for the barrage dam to come up and we would not be evacuated until waters came in. They assured us that we could continue to farm our lands in Mamidigundi and also enjoy the relief and rehabilitation package,” Rama Rao said. This year, his village was among the first villages to accept the relief and rehabilitation package.

People regret the deal now. “The government acquired more than 80 ha from our village. We were given barely 65 ha as compensation at the relief and rehabilitation colony in Gunjavaram,” Rama Rao lamented. “Back at Mamidigundi, all my crops were rain-fed. I got 40 bags of paddy per acre as the first and 30 to 40 bags of corn for the second crop. The authorities have not compensated me for the damage to my standing crops because they say I have taken the relief and rehabilitation package. They placed orders of arrest (on charges of criminal trespass on government land) when we went to harvest the last crop. At least they could have allowed us to enjoy that last yield from our land,” he continued.

At the relief and rehabilitation colony at Gunjavaram, Boragam Buchiraju was supervising the construction of a new home. He was in a rush to complete the job; he had to start preparing the fields (part of the compensation package) a few kilometers away.

Buchiraju’s father, Kamaraju, is bit of an exception. No other Mamidigundi resident has begun constructing a home at Gunjavaram. Many have already used up the compensation money in bribing officials, paying back earlier loans and in purchasing immediate necessities. Even Kamaraju has spent Rs 80,000 of the Rs 1.2 lakh given for house construction in just putting up a basement.

మోతడక సుధాకర్‌ - ఆన్‌లైన్‌, హైదరాబాద్‌ అది… వీర విప్లవ సీమ. ఆయన.. సినీ హీరో. అది ఉద్యమాల పురిటి గడ్డ. ఆయన… ‘నవజాత శిశువు’. అది ఎన్నో పార్టీలు పాతుకుపోయిన ప్రాంతం. ఆయనది… కొత్తగా బలం సాధించే ప్రయత్నం. అది… తెలంగాణ. ఆయన… కోస్తాలో పుట్టి పెరిగిన చిరంజీవి. చుట్టుముట్టిన ‘సెంటిమెంట్‌’ నడుమ సుడిగాలిలా ఆయన పర్యటన సాగింది.

చిరంజీవి తెలంగాణ పర్యటనకు జనం ఎలా స్పందించారు? రాజకీయాల్లో సినీ ప్రభావం అంతగా కనిపించని ప్రాంతంలో ఈ కథానాయకుడు ప్రజల్ని ఏ మేరకు ఆకట్టుకున్నారు? ఈ ప్రశ్నలకు సమాధానం కనుగొనేందుకు ‘ఆన్‌లైన్‌’ ప్రయత్నించింది. కరీంనగర్‌, వరంగల్‌ జిల్లాలలో చిరంజీవి పర్యటించిన మార్గంలో పలువురిని ప్రత్యక్షంగా పలకరించి.. వారి అంతరంగాన్ని తెలుసుకొని… అందిస్తున్న విశ్లేషణాత్మక కథనం

(హైదరాబాద్‌-ఆన్‌లైన్‌) సామాజిక తెలంగాణ నా ధ్యేయం. ప్రత్యేక తెలంగాణకు మేం అనుకూలం’ అని నినదించిన చిరంజీవి ఈ ప్రాంత ప్రజలపై తనదైన ముద్ర వేయగలిగారు. ‘ఒక ఆలోచన’ను రేకెత్తించడంలో సఫలమయ్యారు. అదే సమయంలో… తన సందేశాన్ని బలంగా వినిపించడంలో, విస్తృతంగా వ్యాపింపచేయడంలో ఆయన విఫలమయ్యారు.

‘సామాజిక తెలంగాణ’ నినాదం అందరిలో ఆసక్తి రేకెత్తించింది. కానీ… ఆయన పదే పదే పఠించిన ‘మార్పు’ మంత్రంపై స్పష్టత లోపించింది. మార్పు ఎలా ఉంటుంది, ఎలా సాధిస్తారనే విషయం అర్థంకాలేదనే అభిప్రాయం వినిపించింది. గజ్జెకట్టి ఆడే ఆట, తూటాల్లాంటి మాటలతో ఉత్తేజితభరిత కార్యక్రమాలు జరిగే ఈ ప్రాంతంలో… చిరంజీవి ప్రసంగాలు ప్రజల్ని అంతగా ఆకట్టుకోలేకపోయాయనే భావన వ్యక్తమైంది.

నినాదం… ఫలితం…
కరీంనగర్‌లోని సిరిసిల్ల నుంచి వరంగల్‌ జిల్లా మహబూబాబాద్‌దాకా… చిరంజీవి పర్యటించిన ప్రాంతమంతా ఒకప్పుడు నక్సల్స్‌ ప్రాబల్యమున్నదే. ఈ జిల్లాలు… రాజకీయ చైతన్యంలో ముందున్నవి. టీఆర్‌ఎస్‌ బలం, బలగం అధికంగా ఉన్నవి. టీడీపీ, కాంగ్రెస్‌లకూ బలమున్నవి. వామపక్షాలు, బీజేపీ వంటి పార్టీలకూ తమదైన ఓటుబ్యాంకు ఉన్నవి. అన్నింటికీ మించి… గట్టి తెలంగాణ సెంటిమెంట్‌కు కేంద్రాలివి.

అన్నిపార్టీల ప్రభావం అంతో ఇంతో కనిపించే ప్రాంతంలో చిరంజీవి కొత్తగా అడుగుపెట్టారు. ‘సామాజిక తెలంగాణ’ బాణం వదిలారు. ఈ అస్త్రం రెండురకాలుగా పనిచేసిందనే అభిప్రాయం కలుగుతోంది. తెలంగాణలో బీసీల జనాభా ఎక్కువ. వారికి పెద్దపీట వేస్తామనే సందేశాన్ని పంపుతూ… చిరంజీవి ‘సామాజిక’ నినాదం చేశారు. రాజకీయంగా ఇది బాగా పనికొచ్చే అంశం.

కరీంనగర్‌ జిల్లా సిరిసిల్లలో రాజకీయంగా వెలమల ప్రాబల్యం కొనసాగుతుండగా… అక్కడినుంచి చేనేత వర్గీయుడికి టిక్కెట్‌ ఇస్తామని ప్రకటించారు. రెడ్డి కులస్థుల బలమున్న నర్సంపేటలో వెనుకబడిన వర్గానికి చెందిన ముదిరాజ్‌ మహిళకు అవకాశం ఇస్తామన్నారు. బీసీలు ప్రజారాజ్యం గురించి ఆలోచించేందుకు ఇవి కారణాలయ్యాయి. అదే సమయంలో… ఇవే నిర్ణయాలు ఇప్పటికే కొండంత ఆశతో చిరంజీవి పార్టీలో చేరిన ఇతర వర్గాల వారిలో నిరాశకు దారితీశాయి.

సిరిసిల్లలో వెలమ వర్గానికి చెందినవారు పెద్దసంఖ్యలో ప్రజారాజ్యంలో చేరా రు. కాంగ్రెస్‌కు చెందిన రవీందర్‌రావు సోదరుడు గాంధీబాబు ఇదివరకే పార్టీలో చేరారు. క్రియాశీలకంగా పని చేయసాగారు. కానీ… అక్కడ బలహీన వర్గాలకు టికెట్‌ ఇస్తున్నట్లు ప్రకటించడంతో గాంధీబాబులో నిస్తేజం మొదలైంది. అయితే… మావోయిస్టులు, వామపక్షాలు, ఇతర పార్టీలు ఇప్పటికే నిర్మించిన ‘సామాజిక నేపథ్యం’ చిరంజీవికి చక్కగా ఉపయోగపడిందనే అభిప్రాయం వ్యక్తమైంది.

సూటిగా లేకున్నా…
తెలంగాణ సెంటిమెంట్‌ గాఢంగా అల్లుకున్న కరీంనగర్‌, వరంగల్‌ జిల్లాల్లో ఈ అంశంపై చిరంజీవి చేసిన ప్రకటన సూటిగా లేదనే భావన నెలకొంది. అయితే… ఆయన తెలంగాణకు అనుకూలమనే విషయం మాత్రం స్పష్టమైంది. ‘చిరంజీవి మనవాడే’ అని అనుకోవడానికి కారణమైంది. టీఆర్‌ఎస్‌కు గుబులు పుట్టించింది కూడా ఇదే. చిరు క్రమంగా చొచ్చుకుపోయి తమ ఓటుబ్యాంకును కొల్లగొడతారనే ఆందోళన మొదలైంది. చిరంజీవి పర్యటన మార్గంలో పలువురిని ప్రశ్నించినప్పుడు ఇది నిజమేనని తేలింది. పరకాల-భూపాలపల్లి మధ్య ఉన్న ఒక ఊరిలో 1500 ఓట్లున్నాయి.

గతంలో ఈ ఓట్లన్నీ దాదాపు గుండగుత్తగా టీఆర్‌ఎస్‌కు పడినవే. ఇప్పుడు 70 శాతం వరకు చిరంజీవివైపు మొగ్గు చూపే అవకాశముంది. “వెలుగు ఉద్యోగిగా నేను 9 గ్రామాల్లో తిరుగుతుంటాను. ఆ ఊర్లలో 15వేల దాకా ఓట్లున్నాయి. ఇవన్నీ గతంలో టీఆర్‌ఎస్‌కు పడినవే. ఇప్పుడు 10వేల దాకా ఓట్లు ప్రజారాజ్యానికి పడే అవకాశముంది. టీఆర్‌ఎస్‌కు ఇంతకు ముందున్న ఊపు ఇప్పుడు లేదు. చిరంజీవి ఊపు మొదలైంది” అని ఒక వ్యక్తి తెలిపారు.

యువతే బలం…
‘చిరంజీవికి థ్యాంక్స్‌ చెప్పాలి. ఆయన రాకవల్ల ప్రభుత్వ వ్యతిరేక ఓటు చీలిపోతుంది. మాకు మేలు జరుగుతుంది’.. ఇది వైఎస్‌ సూత్రీకరణ. వ్యతిరేక ఓటు మాటెలా ఉన్నా… ప్రభుత్వ సానుకూల ఓటును కూడా చిరంజీవి చీల్చే అవకాశాలు కనిపిస్తున్నాయి. ‘మా పథకాలే మాకు శ్రీరామరక్ష’ అని ప్రభుత్వ పెద్దలు చెబుతున్నా… ముఖ్యమంత్రి మీద, కాంగ్రెస్‌ ఎమ్మెల్యేలపై వ్యతిరేకత చిరుకు ఉపయోగపడుతున్నట్లు చెబుతున్నారు.

యువత, పెద్దగా చదువుకోని వారిలో ప్రజారాజ్యంపై మొగ్గు కనిపిస్తోంది. అంతమాత్రాన అభిమానులు, ప్రభుత్వ లబ్ధిదారులంతా ప్రజారాజ్యానికే ఓటు వేస్తామని చెప్పడంలేదు. చిరంజీవి తన పర్యటనలో భాగంగా కొందరు నాయీబ్రాహ్మణ వర్గానికి చెందిన యువకులను పలకరించారు. ఆప్యాయంగా మాట్లాడారు. వీరంతా గతంలో టీఆర్‌ఎస్‌కు ఓటు వేసినవారే. ‘మెగాస్టార్‌ చిరంజీవి’కి అభిమానులే. కానీ… ఈసారి ఖచ్చితంగా ప్రజారాజ్యానికే ఓటు వేస్తామని వీరు చెప్పలేకపోతున్నారు. “మా అమ్మకు పెన్షన్‌ వస్తుంది. చిరంజీవికి ఓటేయడమంటారా! ఆ సంగతి ఎన్నికలప్పుడు చూద్దాం!” అని వేములవాడకు చెందిన దేవయ్య అనే వ్యక్తి అన్నారు.

ప్రభుత్వ పథకాల నుంచి లబ్ధిపొందని వారు, ఏ పార్టీల ప్రభావం పడని వారిలో మాత్రం చిరంజీవిపై సానుకూలత నెలకొందని చెప్పవచ్చు. “రాజకీయ పార్టీలతో అనుబంధం ఉన్నా, లేకపోయినా యువకుల్లో మాత్రంపై చిరంజీవిపై ఆసక్తి నెలకొంది. పెద్దవయస్కుల్లో మాత్రం అది కనిపించడంలేదు” అని వేములవాడ-కోరుట్ల మధ్యనున్న రుద్రంగి గ్రామంలో జరిగే కార్తీక పౌర్ణమి జాతరలో పాల్గొనేందుకు వచ్చిన కృష్ణ అనే ఉపాధ్యాయుడు అభిప్రాయపడ్డారు.

“ఓటు వేయనివారుంటారుకానీ… సినిమాలు చూడని వారు దాదాపుగా ఉండరు. చిరంజీవికి సినీ ఆకర్షణ ఉంది. ఆయన కొత్తవాడు. తెలంగాణ వాసులు ఆయనను వ్యతిరేకించేందుకు కారణాలు కనిపించడంలేదు. సముద్రం తీరాన్ని మెల్లగా కోసినట్లు… ప్రజారాజ్యం కూడా టీఆర్‌ఎస్‌, టీడీపీ, కాంగ్రెస్‌ల ఓట్లను కోస్తుంది. చాపకింద నీళ్లలా విస్తరించే అవకాశముంది’ అని ఒక విశ్లేషకుడు వ్యాఖ్యానించారు.

కానీ… తెలంగాణ గ్రామాల్లో ఓటు వేసే విషయంలో పెద్దల మాట వినడం రివాజు. యువత, మహిళలు వ్యక్తిగతంగా నిర్ణయం తీసుకుని సొంతంగా నిర్ణయం తీసుకోవడం కొంత తక్కువే. దీనిని బట్టి చూస్తే… చిరంజీవి యువతతోపాటు పెద్ద వయస్కులనూ ఆకట్టుకోవాల్సిన అవసరం కనిపిస్తోంది. అదేసమయంలో… టీడీపీ లేదా టీఆర్‌ఎస్‌తో చిరంజీవి పొత్తు పెట్టుకుంటే ఇక ఎదురే ఉండదనే అభిప్రాయం కూడా వినిపించింది.

ముందున్నది…
ఉత్తరాంధ్రలో చిరంజీవి పర్యటనకు ఆయన ఆశించిన దానికంటే ఎక్కువ స్పందన వచ్చింది. దాంతో పోల్చితే… ఉత్తర తెలంగాణ పర్యటనలో అంత ఊపు లేదు. ప్రభావపరంగా చూస్తే… అది ఉత్తర కోస్తాలో పాలపొంగులా ఉబికి మళ్లీ చల్లారింది అనే అభిప్రాయం వినిపించింది. తెలంగాణలో అలాంటి హంగులు, పాలపొంగులూ కనిపించలేదు.

అభిమానుల రూపంలో చిరంజీవికి ‘రెడీమేడ్‌’గా ఎక్కడికక్కడ కార్యకర్తలు లభించారు. ఇతరులు ఒక ‘హిట్‌ సినిమా’ను చూసినట్లు చూశారు. వెళ్లారు. అయినప్పటికీ… తన గురించి జనం ఆలోచించేలా చేయడంలో చిరంజీవి విజయం సాధించారు. తెలంగాణ ప్రజలపై ఒక ముద్ర వేయగలిగారు. ఆ ప్రభావాన్ని అలాగే కొనసాగిస్తూ… ఎన్నికల నాటికి మరింత బలోపేతం చేయగలిగితేనే ఆయన ఆశించిన ఫలితం లభించే అవకాశముంటుంది.

ఈ మధ్య ఒక చిన్న వినోదకరమైన సంఘటన జరిగింది. ఒకానొక ఆఫీసులో పని చేసే ఒక స్నేహితుడిని అతని కొలీగ్ మందలించాడట, ఆఫీసు కంప్యూటర్లో పోర్నోగ్రఫిక్ వెబ్ సైట్లు చూస్తున్నావా, అని. ఈ అబ్బాయి తెల్లబోయి, ఛీ చీ అలాటిదేమీ లేదే అన్నడట. తరువాత అతను తన పాత చరిత్రంతా తోడుకుంటే కనబడ్డ సైట్లు ఇవీ !

తెలుగు సినిమాల్లో స్త్రీలు, ప్రత్యేకించి హీరోయిన్లు వేస్కునే బట్టలు చూసి అందరికీ నాలాగే కంపరం, వెగటూ, రోతా పుడుతున్నాయా, లేక నాలోనే ఏదైనా లోపం వుందా?

I have some questions regarding this issue. Any discussion/exchange of opinions, enlightenement is welcome.

1. దీని ప్రభావం మనుషుల మీదా, సంఘం మీదా ఏమైనా వుంటుందా?
2.ఆడవాళ్ళు ఇలాటి వస్త్రధారణని  అవమానంగా humilitation భావించటం సబబేనా, లేక over reaction అవుతుందా?
3. ఇలాటి సినిమాలూ, ఉండీ లేనట్టున్న ఆ బట్టలూ చూస్తే, ఎవరికైనా, బహుశా అందరు మగవాళ్ళకూ voyeuristic taste వుంటుంది కాబోలు అనిపించదా? అప్పుడది మగవాళ్ళకి అవమానంగా అనిపించదా?
4.Is this a problem or just an annoyance? Is there anything anybody could do about this? Women’s organisations, thinkers, teachers?
5.Where does creative expression end and pornography begin?

ఆ సినిమాలు చూడటం మానేయొచ్చు కదా, అన్న సొల్యూషన్ నాకు తెలుసు. Is there any other way of fighting these indecent creatures?

తెలంగాణ స్వయం అవతరణ

జయహో తెలంగాణ! నవంబర్‌ 2వ తేదీన ఒక ప్రతీకాత్మక ప్రక్రియ- తెలంగాణ రాష్ట్ర ఏర్పాటులో తెలంగాణ ప్రజల స్వీయ పురోగతి- ప్రారంభమవుతుందని ‘నవ తెలంగాణ పార్టీ’ ఆవిర్భవించిన రోజునే హామీ ఇచ్చింది. మనం చాలాకాలం వేచివున్నాము. మన సొంత రాష్ట్రాన్ని మనమే ఏర్పాటు చేసుకొనే సమయమాసన్నమయింది. మన కర్తవ్యాన్ని మనం నెరవేరుద్దాం. ఆ పిమ్మట రాజకీయ ప్రక్రియ ప్రారంభమవగలదు.

తెలంగాణ ఏమిటి? తెలంగాణ ప్రజలకు దాని పరమార్థమేమిటి? ఇత్యాది వివరాలలోకి వెళ్ళే ముందు త్యాగధనులకు నివాళి అర్పించడం మన విధి. ప్రత్యేక తెలంగాణ కోసం 370 మందికి పైగా ప్రజలు ప్రాణాలు త్యాగం చేశారు. అది 40 ఏళ్లనాటి మాట. ప్రస్తుతం మూడు కోట్ల కుపైగా ఉన్న తెలంగాణ జనాభాలో సగంమంది 1969 సంవత్స రం నాటి ఊచకోతల అనంతరం జన్మించిన వారే.

ఆ తరువాత తెలంగాణ ప్రజల ప్రజాస్వామిక ఆకాంక్షను ఎవరూ అణచివేయలేకపోయారు. ఇప్పుడు ప్రజాభిప్రాయసేకరణ నిర్వహిస్తే 90 శాతానికి పైగా తెలంగాణ ప్రజలు ప్రత్యేక రాష్ట్రం వైపు మొగ్గు చూపుతారు. ఆంధ్రప్రదేశ్‌ ఏర్పాటులో తెలంగాణ ప్రజలు భాగస్వాములు కానేకారు. ఆ సమైక్య రాష్ట్ర ఏర్పాటు నిర్ణయానికి భాగస్వాములు కావడానికి కూడా వారు ఎన్నడూ ఇష్టపడలేదు.

ఆంధ్రప్రదేశ్‌ ఆవిర్భవించిన నాటి నుంచి ముల్కీ నిబంధనలు, ఆరు సూత్రా ల పథకం, తెలంగాణ ప్రాంతీయ కమిటీ అధికారాలు, భూముల విక్రయంపై నిషేధం మొదలైన రాజ్యాంగబద్ధమైన రక్షణలను ఆంధ్ర నాయకత్వం ఆధిపత్యంలోని ప్రభుత్వాలు ఉల్లంఘించాయి. తెలంగాణ దోపిడీ చేయబడింది. అవహేళనల పాలైంది. తెలంగాణ ప్రజల మనోభావాలను గౌరవించి, వారి ఆకాంక్షను నెరవేర్చడానికి తెలంగాణ రాజకీయ నాయకులు సమైక్యంగా పూనుకోవాలి.

తెలంగాణ రాష్ట్రాన్ని ఏర్పాటు చేయడం ప్రజాస్వామిక తీర్పు. చారిత్రిక కర్తవ్యం. నైతిక బాధ్యత. ప్రజాతీర్పును గౌరవించి, తెలంగాణను ఏర్పాటుచేస్తున్న ప్రజల ప్రకటనను పండగ చేసుకొంటున్నాము. 2008 నవంబర్‌ 1న తెలంగాణ ప్రజలకు ఆంధ్రప్రదేశ్‌ ఉనికి అంతమయినట్టే. నిజానికి ఆంధ్రప్రదేశ్‌ అవతరించిన రోజునే అది అంతరించింది. సకల ప్రజాస్వామిక సూత్రాలకు విరుద్ధంగా ఆ సమైక్యరాష్ట్రం ఆవిర్భవించింది.

తొలుత, ఆంధ్రప్రదేశ్‌ ఏర్పాటుకు విరుద్ధంగా జస్టిస్‌ ఫజల్‌ అలీ కమిషన్‌ సిఫారసు ఉల్లంఘన జరిగింది. తెలంగాణ ప్రజలు, నాయకులను బెదిరించి, బ్లాక్‌ మెయిల్‌ చేసి, బలవంతంగా ఆంధ్రప్రదేశ్‌ ఏర్పాటుకు అంగీకరింప చేశారు. కనుక తెలంగాణ ఏర్పాటును ప్రకటించడం ద్వారా మన నిజమైన ఆకాంక్షను పునరుద్ఘాటిస్తున్నాం. తెలంగాణ ఏర్పాటు ప్రకటన పట్ల కొంతమంది రెండు అభ్యంతరాలు వ్యక్తం చేయవచ్చు.

అవి: (అ) అధికారిక ప్రక్రియ లేకుండా తెలంగాణ రాష్ట్ర ఏర్పాటును మనమెలా ప్రకటిస్తాం? (ఆ) ఏ లక్ష్యానికి ఈ ప్రకటన తోడ్పడుతుంది? ఈ రెండూ సహేతుకమైన ప్రశ్నలే. వాటిపై సుదీర్ఘ చర్చ ఎంతైనా అవసరం. అయితే క్లుప్తంగా సమాధానమిస్తాను. ప్రత్యేక తెలంగాణ పోరాటచరిత్ర సుదీర్ఘమైనది. స్వతంత్ర భారతదేశంలో మరే పోరాటంకంటే తెలంగాణ పోరాటమే సుదీర్ఘమైనది. ఈ ప్రత్యేక రాష్ట్రోద్యమానికి ఆది నుంచీ ప్రజల మద్దతు ఉంది.

అయితే రాజకీయ యంత్రాంగమే ప్రజల డిమాండ్‌ను తప్పుదోవ పట్టించింది. ప్రజల న్యాయబద్ధమైన డిమాండ్లను ప్రజాస్వామ్యాలు గౌరవిస్తాయి. వాటిని నెరవేర్చడానికి అవసరమైన ప్రక్రియలకు చొరవ తీసుకుంటాయి. తెలంగాణ ప్రజలు ప్రత్యేక రాష్ట్రంలో నివసించదలిచారు. పాలకులు వారి న్యాయబద్ధమైన ఆకాంక్షను పట్టించుకోనప్పుడు దానిని నెరేవేర్చడానికి పౌర సమాజమే పూనుకోవాలి. అవసరమైన ప్రక్రియను ప్రారంభించాలి.

కనుక తెలంగాణ రాష్ట్రాన్ని ఏర్పాటు చేస్తున్నట్టు ప్రకటించడం ఆ ప్రకియను ముందుకు తీసుకుపోవడమే. ఇలా ప్రకటించడం చరిత్రలో ఇదే మొదటిసారి కాదు. భారత స్వాతంత్య్ర సమరంలో లాహోర్‌లో (1930 జనవరి 26న) జరిగిన జాతీయ కాంగ్రె స్‌ మహాసభ ‘పూర్ణ స్వరాజ్‌’ను లక్ష్యంగా ప్రకటించింది. ఆ మహాసభలోనే త్రివర్ణ పతాకాన్ని తొలిసారి ఆవిష్కరించారు.

ఆ చరిత్రాత్మక ప్రకటన జరిగిన రోజునే ఇప్పుడు మనం గణతంత్ర దినోత్సవంగా జరుపుకొంటున్నాము. నేతాజీ సుభాష్‌చంద్ర బోస్‌ 1943లో భారత జాతీయ సేన అధిపతిగా భారత స్వాతంత్య్రాన్ని ప్రకటించారు. సింగపూర్‌లో తాత్కాలిక ప్రభుత్వాన్ని కూడా ఏర్పాటు చేశారు.

ఉమ్మడి మద్రాసు రాష్ట్రంలో కొనసాగడం ఇష్టం లేక ఆంధ్ర నాయకులు 80 ఏళ్ల క్రితం ‘స్వరాష్ట్ర’ నినాదంతో ప్రత్యేక ఆంధ్ర రాష్ట్రానికి ఉద్యమించలేదా? ఇటువంటి ఉదంతాలు ప్రపంచ చరిత్రలో చాలా ఉన్నా యి.

వాటి నుంచి ఉత్తేజం పొంది తెలంగాణ ఏర్పాటును ప్రకటిస్తున్నాము. ఈ ప్రత్యేక రాష్ట్రం త్వరలోనే అధికారికంగా ఆవిర్భవించడం ఖాయం. కనుక తెలంగాణ రాష్ట్రాన్ని ప్రకటించడం ద్వారా మన దేశంలోనూ, ప్రపంచంలోనూ ఒక సువ్యవస్థితమైన చారిత్రిక సంప్రదాయాన్నే మేము అనుసరిస్తున్నాము. ఆ నేపథ్యంలోనే ఈ ప్రకటనను కూడా చూడాలి. ప్రత్యేక రాష్ట్ర ఏర్పాటు ప్రక్రియను ముందుకు తీసుకువెళ్ళడం ద్వారా ప్రజలలో ఆత్మ విశ్వాసాన్ని నింపుతున్నాము.

ఆత్మగౌరవోద్దీప్తులను చేస్తున్నాము. సమైక్యరాష్ట్ర పాలకులకు చారిత్రిక అనివార్యతను గుర్తుచేస్తూ గట్టి హెచ్చరిక చేస్తున్నాము.

ఇక రెండో ప్రశ్న- ఏ లక్ష్యానికీ ఈ ప్రకటన తోడ్పడుతుంది? ప్రత్యేక తెలంగాణ రాష్ట్ర డిమాండ్‌కు మద్దతు తెలుపడానికి ప్రజలు ధైర్యం చేస్తారు. నిండు ఆత్మవిశ్వాసంతో ఉద్యమంలో పాల్గొంటారు. దీంతోపాటు వారు తమ వాహనాల నెంబర్‌ ప్లేట్లకు కొత్త రాష్ట్రం పేరును టిఎల్‌ అనే అక్షరాలతో లిఖించాలి. సైన్‌ బోర్డులను మార్చాలి.

తెలంగాణ సరిహద్దు చిహ్నాలు ఆ బోర్డ్‌లపై రాయాలి. తెలంగాణ పతాకాలను ఎగురవేయాలి. ఇత్యాది మూక్ముమడి ప్రతీకాత్మక చర్యలద్వారా ప్రత్యేక తెలంగాణకు సానుకూల వాతావరణాన్ని సృష్టించిన వారవుతారు. ఉద్యమం పట్ల సందేహంతో ఉన్నవారిని సుముఖులుగా చేయడానికి ఈ చర్యలు విశేషంగా తోడ్పడుతాయి. ఒక లక్ష్యానికి మద్దతుగా ప్రజలను సమీకరించడంలో ప్రతీకాత్మక చర్యలు చేసే దోహదం అంతా ఇంతా కాదు.

ఉద్యమకారులు ప్రజాస్వామ్యబద్ధంగా తమ శక్తిని వ్యక్తం చేయడానికి ఇవి ఎంతైనా తోడ్పడతాయి. సరే, ఆ తరువాత ఏమిటి? ప్రజలు చేయవలసిందేమిటి? వారు చాలా చేయవచ్చు. ఈ విషయంలో కొత్త భావాలను ఆహ్వానిస్తున్నాం. ప్రత్యేక తెలంగాణ ఉద్యమం ఒక కొత్త, నిర్ణయాత్మక దశలోకి ప్రవేశించిందని మాకు బాగా తెలుసు. మాతో సంఘీభావాన్ని ప్రకటించే కొత్త ప్రజాస్వామిక ఆలోచనలను ఆహ్వానిస్తున్నాము.

ప్రజలలో ఆత్మవిశ్వాసాన్ని నింపడానికి రాజకీయవేత్తలు ఎంతైనా చేయగలరు. తెలంగాణ ఏర్పాటును ప్రకటిస్తున్న ఈ పవిత్రదినాన తెలంగాణ రాజకీయవేత్తలందరికీ, వారు చేయవలసిన వాటిలో కొన్నిటిని సూచిస్తాను:

(అ) మనమందరమూ, అన్ని పార్టీలకు చెందినవారమూ ఎప్పుడో ఒకసారి ప్రత్యేక తెలంగాణ డిమాండ్‌కు ప్రతిస్పందించడంలో విఫలమయినవాళ్ళమే. తెలంగాణ ఉద్యమాన్ని నీరుకార్చివేయడానికి మనలో విభేదాలు సృష్టించడంలోను, బెదిరింపులతో లొంగదీసుకోవడంలోను, అపహాస్యం చేయడంలోను ఆంధ్రనాయకత్వం సఫలమయింది. అయితే ఎప్పుడూ కొంత మంది వ్యక్తులు, కొన్ని సంస్థలు తెలంగాణ ఆకాంక్షను సజీవంగా నిలుపుతూ వచ్చాయి. ఇప్పుడు అన్ని రాజకీయ పక్షాలు ఒక వాస్తవాన్ని గుర్తించాయి. ప్రత్యేక రాష్ట్రం ద్వారా మాత్రమే తెలంగాణ ప్రజల సమస్యలు పరిష్కారం కాగలవనేదే ఆ వాస్తవం. కనుక తెలంగాణ లక్ష్యాన్ని సాధించడానికి సమైక్యంగా కృషి చేస్తామని శపథం పూనుదాం. సమైక్య కృషి ద్వారా మాత్రమే తెలంగాణ ఏర్పాటుకు ఆమోదించేలా ఢిల్లీ పాలకులపై విజయంవంతంగా ఒత్తిడి చేయగలం.

(ఆ) మన ఉమ్మడి లక్ష్య సాధనకు సమైక్యమవుదాం. మన తప్పులను మరచిపోదాం. అయితే ఆత్మ విధ్వంసకపథంలో కొనసాగడాన్ని ఇక వదిలివేద్దాం. పరస్పరం నిందించుకోవడం, దూషించుకోవడం మానివేద్దాం.ప్రజలలో ఆత్మవిశ్వాసాన్ని పెంపొందిద్దాం. ఆంధ్ర లాబీకి న్యాయబద్ధత సమకూర్చే చర్యలకు పాల్పడకుండా మనం జాగ్రత్త వహిద్దాం.

(ఇ) కలిసికట్టుగా ముందుకు సాగాలని తెలంగాణ ప్రజలను కోరుతున్నాం. ప్రత్యేక తెలంగాణ ఉద్యమానికి ఏ పార్టీ, ఏ సంస్థ ప్రతీక అనే చర్చకు పోవద్దు. లక్ష్య సాధనకు తోడ్పడే ప్రతీకాత్మక చర్యలకు దోహదం చేయాలి. మనలో ఉన్న విభేదాలను మరింతగా పెంచి తెలంగాణ వ్యతిరేక శక్తులు లబ్ధి పొందకుండా మనం జాగరూకత వహించాలి. అందరికీ తెలిసివచ్చేలా అనేక విధాలుగా తెలంగాణ రాష్ట్ర ఏర్పాటు ప్రకటన ప్రక్రియను ప్రారంభించాలని తెలంగాణ ప్రజలకు నేను విజ్ఞప్తి చేస్తున్నాను.

తెలంగాణ ఏర్పాటు మహా లక్ష్య సాధనకు మీ వంతు సహకారం అందించడానికి ఇది ఒక అవకాశం. ప్రతీకాత్మక చర్యల ద్వారా గమ్యాన్ని చేరడం కష్టమని కొందరు ఆక్షేపణ చెప్పవచ్చు. అయితే మన సొంత చరిత్రను, మన పోరాటాల చరిత్రను చదవమని వారిని నేను అడుగుతున్నాను. తెలంగాణ రాష్ట్రం నవంబర్‌ 2న ఏర్పాటవుతుంది. ప్రజల ప్రకటనను అనుసరించి అధికారిక ప్రక్రియ ప్రారంభమవుగాక.

Beyond Telangana

The Telugu Desam Party (TDP) has always treated unified Andhra Pradesh as non-negotiable. Few political bookies would thus bet on N Chandrababu Naidu backing Telangana’s statehood demand. Yet the TDP president now endorses the Telangana Rashtra Samiti’s (TRS) one-point agenda of bifurcating AP.

Ironically, a Congress-TRS tie-up in 2004 on the issue had cost Naidu his chief ministership. There can be two views on his U-turn. One, he’s in political wilderness, and seeks allies and emotive issues to piggyback to power. Two, a broad political and popular consensus has emerged on Telangana. So he genuinely sees its “historical necessity”. Else, he wouldn’t risk angering his own constituency.

Whatever Naidu’s compulsions, the issue is pertinent. The post-independence linguistic glue - Telugu - may have outlived its utility in AP, a sizeable state. Recall that the first States Reorganisation Commission (SRC) ratified language-based states.

Yet it had cautioned against an Andhra-Telangana merger. Events proved it right on Telangana’s sense of being swamped by Andhra, culturally and economically. Historically, coastal Andhra and Rayalaseema were part of British India’s Madras Presidency and Telangana belonged to the Hyderabad Nizam’s dominions. Telangana backers use these antecedents to push their case.

History, however, cannot be a reason for bifurcation. Nor should language be the sole unifier. Maharashtra’s linguistic chauvinists should convince us of that. The small-is-beautiful rationale lies elsewhere: administrative efficiency, political accountability, federal balance and spatially dispersed economic growth. With experience, India has learned that small states generally mean better resource utilisation. Cohesive units that demand responsible administration are better governed. Law and order is less taxing. Carved out of larger entities usually accused of intra-state regional bias, their creation also redresses developmental unevenness.

The Uttarakhand and Chhattisgarh experiments have not wholly disappointed. Going by human or economic development indices, Kerala, Himachal Pradesh, Haryana, Punjab, Sikkim and Goa are strides ahead of Bihar or MP. Even industrial biggie Maharashtra has languished, buttressing Vidarbha’s statehood call. The classic case is mammoth UP. In the fifties, K M Panikker, SRC member, bemoaned its size as impeding governance and deepening backwardness.

Five decades later, have things really changed? Taking Naidu’s cue, we should go beyond Telangana, and think holistically of another bout of states reorganisation. Globalising India needn’t be hijacked by the political clout of its big and backward laggards. Good governance is an idea whose time has come.

Telangana put off for next session

Oct. 24: The private member’s resolution on Telangana, which was to be introduced by BJP MP P.S. Gadhvi, has been deferred to the next leg of the Monsoon Session of Parliament. The next Monsoon Session is likely to be reconvened after the Assembly elections, sometime in December.

The resolution, which was to be moved by Mr Gadhavi, read, “Keeping in view the long-pending demand of the people of Telangana region of the state of Andhra Pradesh for the creation of new State of Telangana, the House urges upon the government to take steps for the creation of the new state.”

Apparently, the political managers stepped in to firmly signal that the government’s hand cannot be forced.

The government, which has been facing considerable heat over the demands for the formation of the Telangana state ahead of the general election in early 2009, the government braced to firm up its response, in the eventuality of the private member’s resolution being taken up, forcing the government to come up with its well-considered response to the demand of Telangana.

According to highly-placed sources, the government is pointing to formalities, which precede such an exercise. These include political and administrative measures. Politically, the government favours holding consultations and evolving consensus. On completion of these formalities and after evolving a consensus, appropriate action might be taken.

The national common minimum programme (NCMP) had taken a similar stand. The matter requires due consultations with a view to forge a consensus. The government is clear that it will consider the demand for the formation of a new Telangana state at the appropriate time, after due consultations and consensus.

Further, the government is yet to receive a resolution duly passed by the Andhra Pradesh Legislative Assembly in this regard.

All the three states of Uttarakhand, Jharkhand and Chhattisgarh that were created recently were supported by similar resolutions by the respective state Assemblies.

Telugu Desam supports Telangana
Decision not with an eye on elections, says Naidu

HYDERABAD: Reversing its 26-year-old ideological plank of unified Andhra Pradesh, Telugu Desam president N. Chandrababu Naidu on Thursday announced his party’s decision to support separate Telangana and justified it as “historic necessity”.
The politically significant pro-Telangana decision, which was on cards for the last few days, was finally taken in the Polit Bureau meeting presided over by Mr. Naidu, paving the way for forging an electoral alliance with Telangana Rashtra Samiti. It has already come to a broad understanding with Left parties.

After six-month study
The adoption of a formal resolution by the Polit Bureau comes after the core committee on Telangana carried a six-month long study including an opinion gathering exercise and submitted its report three days ago. The party chose Dasara, the most important festival in Telangana region to make the announcement.
Elaborating on the party’s marked shift in its stand, Mr. Naidu said no political party could remain oblivious to the sentiments of the people of a region and it was in deference to their wishes that TDP had to support separate Telangana. “The decision has been arrived at after a long deliberation within the party and definitely not with an eye on elections,” he emphasised.

‘People will understand’
Fielding questions, he said he did not anticipate a negative fall-out to the change in party’s stand in Coastal Andhra and Rayalaseema. “Far from it, people will take it in a positive way. They are in a better position now to understand the situation under which the party had to take such a decision.”
Asked if he would also support the demand for separate Rayalaseema, he said he would not respond to hypothetical questions. He evaded another question on the party’s Chief Ministerial candidate for Telangana.
Unlike Congress which did nothing to remove backwardness in Telangana and had deceived the people of the region repeatedly, his party enjoyed high levels of credibility, Mr. Naidu asserted. From abolition of the feudal Patel-Patwari system, construction of irrigation projects, issue of GO 610 and opening of educational institutions, it was TDP which did the most for the region.

Digs into history
“We went to Assembly elections in 2004 with unified State and stuck to it. But with backwardness remaining in the region and Congress doing nothing to address it, the demand for separate State became sharper.As a party which drew its strength from people, we had to respect their wishes and we made it clear two-and-a-half years ago that we will announce our stand at appropriate time. The time has come now,” he added. He dug into history from the time of the Satavahanas to the Nizam`s and British rule, to indicate that Telugus were together sometimes and lived separately at various times.
He confirmed that he had called the CPI(M), CPI and TRS leaders on Wednesday to inform them about the party’s impending resolution
